Website page does not fully load
This link does not fully load using Firefox, but does using Chrome.

I am unable to sign the petition because the whole form does not show up in Firefox.
Chosen solution
I see the same happen when the width is above a specific limit and the form is in the sidebar and scrolling doesn't affect the form. In this case I need to zoom out to make the page and the form scrollable and have the rest of the form appear. It might be easier to make the window smaller to make the page switch to mobile layout.

It seems to fully load for me.
Try clearing site cookies and disabling Tracking Protection for the site.
Does it still happen in Troubleshoot Mode?
zeronight,
I deleted today's cache and cookies for that one site. The page still does not fully load in troubleshooting mode either. I only get to see as far as the box to enter phone number but Firefox cannot/will not display the submit button to be able to sign the petition.
This is really weird. That website sends many petitions and I had no trouble signing ones last week and earlier this week.

Thanks cor-el,
I didn't want to have to keep changing the width of the window as that messes up other websites for me. But your reply gave me an idea. I held down the CTRL key and clicked on the - on the numeric keypad twice and that made the form fully appear. My almost 70 year old eyes cannot read text that small, but the form to fill in has large enough text. The email that was sent to me explained fully the reason for the petition so I knew it was safe and good to sign it. It seemed the easiest way to solve the problem. Thank you for the idea. I marked your reply as solved since you put me on the right track.
Have to say Windows 10 is a nightmare, I had no problem using Windows 7 and Firefox 56.0.2 for signing petitions on that website for years. W10 gives me daily problems to overcome.
You're welcome. Maybe opening the sidebar (Ctrl+B or Ctrl+H) works for you to reduce the space available for the website. .
Actually zooming in the page instead of zooming out might work better for you.
cor-el,
I don't use the sidebar. Guess I'm stuck in the past as I have the bookmarks toolbar and the original navigation bar visible at the top of the Firefox screen. After decades of using Firefox with those I don't want to change anything now.
I did try making the window smaller and also the text larger, but then the form to fill in was at the top of the page and that was not working for me.
Windows itself is set at 125% on this 23" monitor then with my eyesight worsening as I age that makes some websites difficult to see entirely without either increasing or decreasing the text size for each one. So far that is working on all the websites I visit.
I really appreciate all your ideas, you always have may ways of solving problems for the people you help.

What is not working with the form at the top of the page?
My eyes cannot read the address in the address bar unless I get up really close to the screen, if the text was black instead of pale grey it would be a lot easier.
To be sure I am on the right page I need to read the larger text on the page that tells me what the petition is about. When the form is at the top there is nothing else visible on the page unless I scroll down under the form to fill in then have to scroll back up to fill in the form. It is just easier for me and quicker to be able to see the form at the top right side.
