I don't want anyone other than me (system admin) from being able to erase the history and downloads on this machine.

The Public Fox add-on may be of use to you. You can use it to password protect certain parts of Firefox, including downloads and clear private data.

Be aware that Public Fox is an extension and extensions can easily bypassed by starting Firefox in Safe mode or using a portable Firefox version.

You need to take measures at system level like a router with a password protected logging feature or utilities like Wireshark if you want a reliable history record.
