i have been trying to download and install the eff.org/https-everywhere addon, and it keeps giving me an error code 203. I am using v3.615

I am using windows xp version with service pack 3, mozilla firefox v 3.1615, and have been trying for hours to get the addon https-everywhere form eff.org to load into firefox. It will not load and keeps giving me error code 203. I have no idea what error code 203 is, and don't know where to go from here.
