I was trying to download a PDF statement from Chase credit card site, like I have done many times in the past, and it will not do a download. It opens the new window with nothing, and the downloads page has nothing on it.

Can I go back to the previous version of Firefox until you have the bugs worked out of this version (4).

I had the same problem.

Before I solved it, sometimes it would work if I moved the tab from the new window to the window where the Chase main page was. Then after a reload it the PDF would show up. Some other websites where PDFs are generated also showed a blank page.

The solution: I had the PDF download Add-on (latest version, 3.0.0.2) and disabled it. It is not enough to disable the add-on in its add-on bar button, and writing the website in the add-on's "do not use" list also doesn't work. The only thing that works is disabling it in the Add-ons Manager or even uninstalling it.
