Context menu commands work on bookmarks visible in the bookmarks toolbar, but they don't work on bookmarks in the drop-down list.

Update: I closed Firefox and restarted it and the problem went away.

You can use context menu commands on Bookmarks in the sidebar. Open it with CTRL+I

If you want to change the name of a bookmark, right click it in the sidebar, go to Properties and then rename it in there.
