click on the TOOLS menu and choose OPTIONS...

on the first tab (GENERAL) , look at the first item :

STARTUP...when firefox starts

from the pull-down menu to the right you can choose one of the following 3 options : your home page , a blank page , or the windows and tabs you had open when you last closed firefox....

Also make sure that Firefox closes properly.
