Why when i scroll up and down my screen becomes faded?

When i check my email my internet screen will fades. when I open up adobe online my screen fades. When I use the scroll bar my screen fades. (As in fades the screen turns white completely.

What graphics card does your computer use? Look for that brand name and search for drivers.
