When I launch Firefox the Firefox menu bar, slowly highlights green as it downloads a large file. I no longer want to download this file, when I close FF I can delete the .part file that is created, however when I launch FF again, it recreates the .part and starts the cycle over again.

Check that you haven't set the home page to a site that automatically start a file download.

Do you see any pending files in the Download Manager?

Thank you, I do not use the download manager. Pressing ctrl + J allowed me to see the download and cancel it.
