I did not ask how to activate a toolbar, or if there are shortcuts I can use. What I asked is: "Can I move everything in the 'Web Developer' sub-menu to the parent menu of 'Tools'?" How hard is it to understand that?

Now you did try to solve the problem by suggesting the menu editor, so I'll give you that. However, the extension suggested does not allow for the kind of change to the menu structure that I'm looking for.

The extension's UI doesn't let you dive into submenus, but you can "hack" the extension's RDF data file. For example, to move the Web Console to the bottom of the Tools menu, you can insert a new <NC> item for it, e.g., as the first <NC> item in the file menuedit.rdf:
