Why can't I "upload" images by copying and pasting the URL?

Hello!

I used to be able to upload images to websites (Facebook, for example) by opening the Browse... window, copying and pasting the URL of the desired image into the box, and clicking Open. However, this no longer works. I now get a window that says:

"[URL] File not found. Check the file name and try again."

Any ideas on how to resolve this?
