in firefox add-on manager, how do I disable users from disabling an already running add-on? via the config / user js file?

Not sure I understand your intention when you say disabling an already running add-on. Can you expand on the circumstances and intentions.
Presumably these are users &/or machines where you are the admin installing the software. Possibly you are trying to control the features available to your users.
You probably need to use the Custom Control Kit add-on and a .cfg file.
- Use https://addons.mozilla.org/en-US/firefox/addon/cck/
- The addon developer's site http://mike.kaply.com/2013/07/16/cck-wizard-1-4-finally-available/
- See http://kb.mozillazine.org/Locking_preferences#Creating_the_lock_file
You may also need to consider wider issues. For instance stopping users installing another browser or even using another OS from removable media. Many related issues are likely to be outside the scope of this forum.
I know you mention only already installed extensions but you may also be interested in
Hi,
We are looking at deploying firefox ESR in a corporate environment with a blacklist of sites and other extensions. We do not want end-users to disable some of these add-on extensions via the add-on manager. I could not find anything on how to control these via the user.js file. Any help appreciated.
