All Downloads Failed in Windows Server 2012 R2

Hello, there.

I am currently encountering an issue wherein Firefox does not download any file or file type from the Internet. If I check the Web Developer > Network console in Firefox, I can see the GET requests are being sent and received successfully from all websites. However, all attempted file downloads in the Downloads panel receive a "Failed" error message. There is also a yellow/orange-tagged circular dot on the Download arrow icon, signifying a failed download.

Here is what I have tried so far in regards to troubleshooting:

  1. Updated Firefox to the latest version: Quantum 60.0.2 (64-bit)
  2. Disabled General > "Block dangerous and deceptive content" option
  3. Enabled General > Network Proxy > "No proxy" option
  4. Started Firefox in Safe Mode
  5. Refreshed Firefox
  6. Performed the following Mozilla Support Article instructions: https://support.mozilla.org/en-US/kb/cant-download-or-save-files
  7. Cleared Download History
  8. Chose a different download folder
  9. Reset the download folder and advanced "browser.download" options in "about:config"
  10. Disabled Internet Explorer Enhanced Security Configuration (IE ESC)
  11. Reset Internet Explorer Security Zone Settings
  12. Disabled Windows SmartScreen
  13. Disabled Windows Firewall
  14. Checked Local Security Policies
  15. Checked Local Group Policies

Internet Explorer can download all files. No security software is installed on the system. Firefox also does not have any add-on extensions or plugins installed.

Start your Computer in safe mode with network support. Then start Firefox. Try Secure websites. Is the problem still there?
