After a Thunderbird update this morning to 60.8.0 Thunderbird is downloading multiple duplicate copies of old messages. The account is set up as POP3 and to leave messages on the server for 21 days. These are the same settings that have been used for at least the last five years.

Are these messages older than 21 days? If you logon to webmail account via browser are those old messages in the Inbox?
It is possible that the 'popstate.dat' file is corrupted or the Inbox is corrupted.
Move all good wanted emails out of the Inbox and put them into other suitable folders for storage. Delete all other unwanted emails. When Inbox is empty: Right click on 'Inbox' and select 'Compact' Empty the 'Trash' Empty 'Junk' Right click on 'Junk' and select 'Compact'
Exit Thunderbird. Access profile: If Windows OS, it is usually here: C:\Users\<Windows user name>\AppData\Roaming\Thunderbird\Profiles\<Profile name>\
In 'profile name' folder : click on 'Mail' folder click on pop mail account name folder delete 'popstate.dat' file
Start thunderbird.
A new 'popstate.dat' file will be created. The popstate.dat file keeps a copy of what has been downloaded so that it does not download again. So starting Thunderbird with a new popstate.dat file means it will download everything that is currently in the server Inbox. But it should only do it this once.
