How can I make the default setting for “Web/picture family filter” and “Video family filter” OFF.

I ALWAYS find that the Web/picture family filter and the Video family filter are ON. I turn them OFF a thousand times but they are always ON the next time I look. How can I set the default for these filters to OFF?

How is that related to Firefox support? Firefox doesn't have any settings like that.
