Right mousing "Local Folders", menu has no "Add Folder" option

I have the latest version of Thunderbird working in Windows 7. GO -> Folder -> Local Folders -> When I right click on "Local Folders" in my folder list, this is the entire menu: 

   Menu Bar
   Menu Toolbar
  Customize

WHERE IS THE "CREATE FOLDER" option ????

That is the choices when you right click one of the toolbars. Are you sure you are right clicking the Local Folder folder icon in the Folder Pane? You should get a folder option if clicking the AppMenu button and then New Message or selecting from the menu bar File-New-Folder.
