When I send an email it does not go out but comes back to me. I can "forward" and it does go out.
I am using a new computer with Windows 10. The thunderbird program works fine except when I "send" an email it does not go out but comes back to my in-box. When I "forward" the email it goes out as expected.

How can a message come back to your Inbox if it didn't go out in the first place?

You are correct, if it didn't go out then it couldn't come back to my inbox. However, the emails did have the correct address but still came back to my inbox with the address "me" in the from and the correct address in senders. I might add that the addressee never got the email.
Now I wonder if the problem isn't with the person I am sending the email to or maybe even my ISP mail server, TOAST.
Did you fill out the field in account settings to CC yourself on sent messages?
Right click the account and select Settings Go to Copies and Folders
The CC field is about 1/4 of the way down on this screen.
What I just found out is that "Reply" is when it returns to my inbox and does not go the entered address. "Send" and "Forward" both work as expected.
Is this just mail from a particular account, or a particular person?
I can see this happening if you are forwarding mail on the server from say Comcast to Google. The mail when it get to Google would show the from in the header of your Comcast account. So you reply and send the reply to your Comcast account and eventually it makes it's way through the forward to Google and hence back to you.
So check the from and To part of the message very carefully. Also On the toolbar > Options > Display > advanced and turn off display name for people in my address book so you can see the accounts involved more clearly. At this point being told me is not helpful
