Can't install FF 45.0.2 on Win 7, although 2 PCs on Win XP accepts. WHY?

I have 3 PCs; two of them win Win XP SP3, one with Win 7 SP1. I think all of them prompted about the update to 45.0.2, but only the two XP machines updated properly. The Win 7 failed. It also refuses to force download it if I try manually. Why? It's illogic.

It says "The Update could not be installed (patch apply failed)" and to update it manually, which I can't.

Stupid Win 7 had to be told to Run the program as Administrator EVEN if I have Administrator privileges already, plus put the UAC on lowest level. I'd tried and done just about everything except that, as it shouldn't be necessary given the other settings. Grr.
