In privacy setting in firefox, there is setting to never remember history and another one to have custom setting where it clears history, cache, cookies and other stuff. So is never remember history setting considered safe as this custom setting?

If you select "Never Remember History" then "Always use Private Browsing mode" gets a checkmark if you inspect this via "Use custom settings for history".

Note that "Use custom settings for history" is merely meant to inspect (and possibly modify) specific history settings and that choosing this choice doesn't have any effect like the other two choices do (Remember History and Never Remember History) that set specific history settings.
