IS there any option in firefox dev edition to make inspect element window is always appear while using it in non full screen mode so that we can swipe up and down it very easily. This would help the dev community from pressing the keys to open it.

Like example in the PFA. See on the bottom of the firefox you see swiped down dev tools

Not that I know of. Each tab has its own devtools panel and you need to open this panel in the current tab if you want to use it. Older Firefox versions had the GCLI toolbar for easier access, but this toolbar has been discontinued in Firefox 62/64. You can easily open the developer panel with a keyboard shortcut or dock it as a standalone window on the bottom or at the left/right.
