You need to enter the PP to unlock the logins (username and password) and make it possible to enter a saved login. The PP is used to encrypt the logins stored in Lockwise (logins.json in the profile folder) and you need to enter the PPt to unlock (decrypt) the logins.

This is because you have enabled the Primary (Master) Password in the Password Manager. The only way to make this go away is to shut down the Primary (Master) Password. Select to change this. But leave the new password blank.

You get this dialog if you have set the Primary Password and access a page for which you have saved a login. You would have to remove the PP or possibly disable the Password Manager and use the context menu ("Use Saved Login/Password").
