Opening attachments on line not saving

In the past when I said download the attached file said file would open in a new window using my apps. If a word file, LibreOffice writer would be used, or if a jpg then my micro digital software would be used. NOW, it will only download (save on my computer). Have tried the "settings, general, application, action" and set these to what I wanted to use however that did not work.

What needs to be done to open these on line, do not want to save
