Insert image dialog box

TB 115.3.0, running on Windows 10 Pro (22H2)... I try to insert an image into my email (Insert->Image). Normally a dialog box appears to select the image file. Now, nothing appears. It seems that the dialog box "thinks" it is there because I can not do anything else until I hit ESC, but I do not see the dialog box on the screen. This worked fine until I updated to 115.3.0 today.

Any ideas on how to fix this?

It works here in 115.3/W10 (see picture). Same result in safe/troubleshoot mode (hold Shift when launching TB)?

Updating Windows fix the problem.
