Touchpad scrolling only begins to work when cursor is on right side of screen

I have to move cursor more than half way toward the right side of the screen before touchpad scrolling wil begin to work. Then it either works normally or on some sites only works when the cursor is on the right side of screen. Very Odd. Worked fine in FF3.X Tried disabling all add-ons with no improvement...
