I have installed Firefox Sync on my desktop but it will not provide a code for my laptop.

I believe that you are looking into the wrong article. Follow the steps that you can find here: How do I set up Sync on my computer?

In short, you need to set up the account in one laptop and get the code in the other one, so you can add it to the first one.
