This question has been answered before. You cannot do this on the browser itself (from what I know). However some antivirus software come with their own parental block applications. There is a few parental block applications for free out there. Do a search at download(dot)com. Windows 7 and Vista have parental control in build also! WinXP doesn't have a parental control feature like Vista and Win7 have.

OH i didnt see you are using XP. Well in that case you gna have to install a 3rd party application. some free ones as I mentioned at download(dot)com. Upgrading to windows 7 will also be a good alternative solution, they go for very cheap now, and you kill 2 birds with one stone, new operating system and parental control for free!
