Unable to comprehend the process. Each PC has to be set up with its own e-mail and password? so that then information can flow bewteween the two PCs?

Don't create two different Sync accounts. Once you set up your first computer, then Sync helps you connect the second computer. Check out this article for the details: How do I add a device to Firefox Sync?

By the way, you also can export/import your bookmarks by way of files and a USB flash drive if you can't get Sync working. This article would help with that process: Restore bookmarks from backup or move them to another computer.
