Hi,
Try this:
When you open a new tab and it will show blank (white) page/background - on top right corner of this background you should see an icon which looks like a matrix of 3x3 boxes. When you click it your white background should switch back to thumbnails of pages.

You may also try this solution if the button is not there:
Type about:config into address bar, press Enter. Accept the warning. Search for browser.newtabpage.enabled, right click it, and press Reset. Then search for browser.newtab.url, right click it, and press Reset.

I think I downloaded Firefox 21 and my browser does not have: pin icon in the top-left corner of the site. It dose have the round logo and not the long button shown in many example graphics on site.

You can also open the bookmarks library and drag bookmarks to the new tab page.
At the top of the Firefox window, click the Bookmarks menu and select Show All Bookmarks to open the Library window. Drag a bookmark to the new tab page.
I have followed the steps as I understand them and still not getting a page with several thumbnails. This opens the site filling the window not several small thumbnails. I must be missing a step or not following steps correctly. Maybe there is something about the last step that I am doing wrong.

Your screenshot shows that the browser.newtab.url is set correctly to about:newtab and that the new tab page is enabled (browser.newtabpage.enabled = true), so the new tab page should be working. If this isn't the case then an extension may be causing problems.
Start Firefox in Safe Mode to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance).
- Do NOT click the Reset button on the Safe Mode start window or otherwise make changes.
I have enjoyed the new page thumb nails but I haven't had it a long time, one day it just appeared. Without it, I have been using the pin a site feature which I don't like quite as much but will continue to use it and no longer try to get New page Thumbnail feature back, since it has taken so much time trying to get it and I am not sure I understand all the procedures and have not been unsuccessful.
