That's a operating system program (Windows) not a browser problem (like Firefox).

In the start menu you can go to the control panel. In the control panel is an icon for mouse settings. Going through the settings and find the one that reset itself to off. Or turn everything on and save it and then back to original setting and save, in order to sure the computer's using the right setting.

Restore points are a pain and often don't work well. Better is backingup regularly, and restoring from backup.
