I originally used Outlook Express from Operating System Window's XP for my E-mails, u to 2014.

Then, my Dell XP Desktop PC crashed, burning out the Graphic's card

The information on the Hard Drive was transferred and installed successfully onto a new Toshiba Laptop, Operating on Window's 8.1 systems Software and worked perfectly in both reading and writing e-mails from tis previous Hard drive, however, on Upgrading to Windows 10 I can no longer open my OE DBX files.

Well no, you probably need OE to open those files. Or a utility that can convert them to a useful format. There are many such available on the 'net though most require a small payment.

Thunderbird's import facility requires the presence of the original program (OE in your case) and clearly that isn't going to be possible on a modern version of Windows.

What email client were you using on W8? Maybe it had backward compatibility with OE files.
