So I can attach and send an excel file but I cant send a pdf file. It comes up with this: Sending of the message failed. The message could not be sent because the connection to Outgoing server (SMTP) smtp-mail.outlook.com timed out. Try again.

Assuming this is a new Write message and not you trying to forward an email...

Is the pdf locally stored on your computer? How big is the pdf document? Do you have any Anti-Virus product scanning out going mail ?

Suggest you start by accessing the AV product and stop it scanning outgoing mail then retry sending.
