I'm on Windows 10 Home 1809 running Firefox 65.0.2 64-bit and everytime I wake my Surface Pro 6 from standby or toggle it between tablet and desktop mode Firefox displays a bunch of windows and dropdowns I can't interact with and get rid of easily.

This could be the normal adress bar dropdown as shown in the screenshot or the dropdown that comes when I click on the lock on the left of the adress bar, a prompt that an extension needs new permissions, the dropdown that comes when I add a bookmark or the toggle dropdown in the top of the sidebar.

As already mentioned, the windows are non interactable, they are just there and the only way of getting rid of these windows is to trigger them again and then close them or completly restart Firefox.

I already tried disabling all extensions but that didn't help.

Any ideas what this might be?

That sounds more like a O/S issue then a browser caused. You might want to ask this in a Windows forum for help on switch from desktop to tablet mode issues there.
