If a PDF is embedded in an iframe, and firefox is set to use an external PDF viewer, Firefox immediately launches a Save File dialog as the page loads. Chrome handles this in a less jarring manner. An 'Open' button is embedded in the center of the iframe that allows you to launch the external PDF viewer if you choose to.

I think this is a site specific problem, I tested my own example in chrome and it did automatically download the file just like in firefox.

That sounds more like a install issues. firefox has a basic pdf viewer and for ext pdf viewer would be something like Acrobat Reader to be a ext pdf viewer. You might want to see the FAQ on the site to see if there is something different that is opens differently in firefox to chrome.
