Are you using Sync to sync bookmarks ?

Using Sync can cause this issue and you can try to disconnect Sync temporarily to see if that has effect.

You can only rename the New Folder in that dropdown menu when you first create it. You also need to select your chosen folder tree in which you want this new folder as a subfolder before creating the new folder.

You need to open Show All Bookmarks (the Library) to rename the folder later.

SYNC. was the culprit. I was trying to be good by 'backing-up' bookmarks etc by syncing and it caused no end of problems...thank you

As a workaround, you can create bookmark folders in the library window.

Go to the three-bar menu, select Library -> Bookmarks -> Show all Bookmarks (at the bottom).

Easy fix / workaround i opened my bookmarks in the side tab , right clicked on the folder i wanted to rename and selected properties. Name of folder opened in a box. I renamed it folder and hit OK. Folder renamed. Too easy
