I have 2 monitors currently on my system. One on the HDMI Port and one on the Display Port. It is a Nvidia GTX 760 graphics card.

When the monitors go into sleep mode, after a set interval, I go back on and T-bird defaults back to the Primary monitor.

How can I modify whatever to get it to stay on the secondary monitor.

I've found several references of this happening a few years ago, but could never find a solution.

Any Ideas???

That's what I have been doing, I was kinda hoping that there was a way around it. So be it.

You can't change this behaviour from within Tbird. I know of no such preference and never heard of any. You can quickly move Tbird to the other monitor using Shift + Windows key + Left or Right arrow keys. Should take a couple of seconds and you're back in business.

Perhaps one of the tools mentioned here https://helpdeskgeek.com/free-tools-review/best-dual-monitor-software/ can help.
