Thanks for that link! I was able to determine the problem was both a plugin called MetaStream3 and a program on my computer called Viewpoint Media. By uninstalling both, the plugin check page stopped loading.
Expect the actual problem seen here has been fixed, see Cor-el's reply to question 833760 in
