I can only set up 3 app tabs - it won't let me use more than 3 - is this correct?

I am trying to use app tabs. For whatever reason I can only load three at time - if I create a 4th it eliminates the first one so I'm back to three. How do I create more than 3 app tabs? Also whenever I close Firefox I loose my app tabs - why is this?

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
