Firefox is stuck on localhost Proxy(127.0.0.1), can't access any websites, reverts back after change. What to do?

I got a "The proxy server is refusing connections" message. Checked to see if I had setup a proxy. It was set to localhost(127.0.0.1). I changed it to "No Proxy". Still got the proxy error. This issue might be resolved. I can't troubleshoot anything since I can't access any websites. I am on Firefox 20.0.1. Posting this from chrome.
