At libreoffice site I clicked on download and the download appeared in "My Documents" in "Downloads. When I click it to install it, it says it can't read it and to contact section administrator.

Not a Firefox support issue.
Do you have Admin privileges on that PC?
My user account control (UAC) is set on administrator. No one else uses my computer nor am I hooked up to any network of computers. I changed it to administrator for security and to be notified when a program tries to make changes. Maybe I should go back to the other setting?

Wow, 183 megabytes. Does it look like you got the full file?
I was able to install it by going to 'downloads' on firefox. There is where it allowed me to install. Now if I go to "My Documents" it pops up there and now asks if I want to install it, but it already is on the desktop.
I do have admin control. What I don't have is a real understanding of how all this works, but I'm trying to learn as fast as time allows me to. I really appreciate the willingness to help by jscher2000 and the-edmeister. I went from a 90's word processor to a 2012 computer overnight and although I do use some of the 'dummy' books they don't answer all my questions. Any suggestions on how to learn to use this computer faster would be greatly appreciated. I'm glad this forum exists.

There also are lots of forums, Facebook pages, and Twitter channels dedicated to different programs, so you may find good community support for LibreOffice, Windows, and other software in many places; you rarely have to just sit around waiting for a response from a company's official support division.
Here are two help pages to help you get started with LibreOffice:
