In Windows 7, in the Start menu, there's a section for Firefox. The right arrow points to a Pinned List, and a Frequent List.

I don't think you can edit the Frequent section, but you can add pages to a Pinned section in a somewhat roundabout way. Does the solution in the following thread help?

If the Frequent section annoys you with its irrelevance, you can disable it using a hidden Firefox preference. Here's how:

The about:config method should work for about:newtab, but extensions can override it (and a user.js file can revert it at the next startup).

(1) In a new tab, type or paste about:config in the address bar and press Enter. Click the button promising to be careful.

(2) In the search box above the list, type or paste task and pause while the list is filtered

(3) Double-click the browser.taskbar.lists.frequent.enabled preference to switch its value from true to false. I'm not sure whether this takes effect immediately or after exiting and restarting Firefox.

Before doing anything else please update to Firefox 23.0.1 Update Firefox to the latest release. Firefox 19 is no longer supported, and has several major security issues and stability/performance bugs.
