why do i get a message that another program is using the email when itry send a photo?
when i try to send an email I get a message that i can't send because another program is using my email or is trying to send a message..?

It would be useful if you could post an image of that error message.
I would suggest you see if it is your Anti-Virus software scanning files. Stop it scanning outgoing mail.
How are you sending the image ? If image file is open, close it. In Thunderbird
- open a new Write message.
- Enter details and Type content
- click on 'Attach' button
- select the image file.
- click on 'Open'
- click on 'Send'
