My bookmarks are on the tabs toolbar at the top, and the bookmarks toolbar below the URL/search bar is empty
I noticed the toolbars had changed positions and thought I'd use the customize page to see if I could reorganize them. Somehow I ended up with the usual three toolbars, but bookmarks are on the top (tabs) toolbar, not the bottom (bookmarks) toolbar, which is empty. This is Ubuntu 21, firefox 95.0b2.
Top: Starting on the far left are the Ubuntu window controls, my bookmarks. and tabs. Middle: The customized URL/search bar. Bottom: The bookmarks toolbar, which is empty. I know this is so because CTRL-SHIFT-B hides and shows it.
I can drag bookmarks on the top(tabs) toolbar around, reorganize them, and and delete bookmarks and folders, but always only on the top (tabs) toolbar. I cannot drag any of them to the bottom (empty bookmarks) toolbar.

In Customize, there is a control called "Bookmarks Toolbar Items" which sounds like it needs to be moved from the Tabs bar to your Bookmarks Toolbar.

P.S. you can only upload/insert a screenshot by first saving it to your computer as an image file. There's no way to paste it into a post.
There it was staring me in the face, if I had only looked -- in the top toolbar, an item for "bookmarks toolbar items"! I was so busy staring at all the widgets I had customized that I didn't look for the other toolbars -- must have ass-u-med that only that main toolbar could be customized.

Also, about the image -- this image is on the computer. I clicked "Browse", selected the screenshot, and the spinning wheel just keeps spinning. I've started another for this reply and I'll wait a full minute starting now ... it even says <<Uploading "Screenshot from 2021-11-10 09-46-23.png"...>> now been a minute and a half, nothing happening.
Note that you are behind on updates as 95.0b5 is current, so try to update via your Ubuntu software management or install Firefox from the Mozilla server to handle updates yourself.
Try to rename/remove xulstore.json in the Firefox profile folder with Firefox closed.
You can use the button on the "Help -> More Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page (Root directory).

You can try to reset browser.uiCustomization.state on the about:config page.

Hmm, I don't know why that happens.
For me, about once a week it doesn't seem to upload. I only wait 30 seconds, then select/copy my reply text, reload the page (Ctrl+r), paste my reply text back in, and the upload always works after that.
For you, it sounds like a more persistent problem to strike out three times in a row.
