You appear to be describing the add-ons bar. There are some add-ons that can cause the add-ons bar to be displayed again after it has been hidden. One that does this is the McAfee Site Advisor, uninstalling or disabling that one can solve this. If you do not have the McAfee Site Advisor, try the procedure in the following link to see if another add-on is causing this - https://support.mozilla.com/kb/Troubleshooting+extensions+and+themes

There are also website that add such a bar at the bottom of the page via an embedded script.
In that case you can use NoScript to block that specific script.
