Firefox v13 does not conform to WC3 CSS columns
I use to be able to see multi-columns in v12 but no longer in v13. Chrome and Opera shows multiple columns but not FF v13.

hello, the release notes for firefox 13 only say that support for the column-fill property was added - could you provide a link to a page where the problems occur?
edit: apparently there is an issue with the height property in a multi-column block. this will be resolved by a bug fix release of firefox 13, which is going to be rolled out in the next days.

Again, the other browser I list show multiple columns for the exception of version 13 of Firefox. Firefox has the best text rendering than any of the browsers.

ok, yes those 2 pages are indeed broken due to bug #733614 at the moment. this should be tackled by the 13.0.1 bug fix release of firefox which will be released later today if everything goes according to plans...

Using column-count on this site works fine on Safari, but not Firefox 13, is this an issue with FF13 not disaplying columns correctly or has that now been fixed?

No, the bug fix has been backed out and column-fill is currently not supported.
