Why is there no "create account" option on Mozilla Support signin page?

SInce it seems that I have to ask a question in order to create an account, I might as well ask this one.

Is it such a big deal to include a "create account" link on the signin page? Virtually 100% of all websites do it that way. Why do you have to be different? It only causes confusion and consternation.
