I followed the procedure shown - selected new-mailing list - gave it a name - close - The problem at that stage is that the mailing list heading does not appear in the pane to the left but at the top of the list of addresses for the address book being used. I can then select the contacts to go in the mailing list but can't drag and drop them as shown in the sketch. So there's no way of checking what contacts are in the new mailing list

Your list isn't a free-floating list of addresses, it contains (only) links to its "master" address book.
