It used to be that when I used the bcc: option to send an E-mail out to a mailing list it didn't show all the members of that list when it delivered the E-mail to the recipients. Now it does. What has changed and why is the bcc: option now showing all members of the list? What can I do to get back to the original behavior. Isn't that what bcc was designed for?

Maybe they are like outlook.com in that BCC doesn't work through an email program like TB but it does if sent from the webmail interface.

No, something has changed that made the behavior of BCC change. In the past all those on the BCC list were not made public. Now they are.
