Yes. Select Forward or Edit As New Message.

Just start typing your Mailing List's name into the To: box. Or use the Contacts Sidebar, select your Mailing List and click an "Add to…" button at the bottom.

Please use Bcc: unless all your correspondents have explicitly agreed to their email addresses being made public.
