get the dreaded "This operation has been cancelled due to restrictions in effect on this computer" message when trying to open a hyperlink from Outlook.

I tried changing to Edge as my default, didn't work. I refreshed Firefox to version 61.0.2, didn't work.

Tried to uninstall Firefox, but it doesn't show in the installed programs page.

Tried a reg cleaner, Glary Registry Repair: cleared 300+ problems but not this one.

Still can't uninstall Firefox. Just trying to uninstall and reinstall to fix the first problem above.

Any Suggestions?

Actually, I had tried your solution previously. However, I did not feel comfortable importing the registry from my other computer, nor using regedit to change my keys.

However, after posting my original message above, while waiting for a reply, I rebooted my computer. Now it is working correctly again. Thank you for the response, and the response to previous similar problems which led me to the repair.

I would strongly suggest NOT using a registry cleaner. They cause more problems and don't fix things.

This looks to be an issue in Windows. https://support.microsoft.com/en-us/help/310049/hyperlinks-are-not-working-in-outlook may give some tools to correct it.
