System: Windows 10 Home, updates current TB 60.3.3 (32-bit) new user and TB install

Issue: Unable to drag and drop emails or folders to relocate them within TB. No change in behavior if restarted with add-ons disabled. Dragging to customize the tool bar not working either. From what I read, it appears drag & drop should work. (Drag & drop works normally in other Windows areas and programs)

Update: -uninstalled and reinstalled TB with no change.

-uninstalled all add-ons, no change.

-reinstalled add-ons, no change.

-dragging files to attach to new email works


Background: Emails from OE were converted to .mbx and imported successfully into multiple email accounts under one profile. Organizing them within each account was done with "Move to", a laborious process, without the ability to drag & drop.
