You may find this link helpful. https://support.mozilla.org/en-US/questions/1247226 Basically: use an intermediary like MailStore Home to import from Outlook, then export to a format that is compatible with TB, such as mbox or eml, and then import to the TB Local Folders with the ImportExportTools NG add-on.
Options: Run Outlook and export as .eml files which can be imported into Thunderbird
pst files are a specific MS brand use, so you would need to use a PST to MBOX converter. then import mbox file. Note: if mbox file has .mbox as extension eg: 'Inbox.mbox' Rename by removing .mbox extension so file is just called 'Inbox' because Thunderbird does not require the actual extension.
ImportExportTools NG is a useful addon tool for importing mbox files. https://addons.thunderbird.net/en-US/thunderbird/addon/importexporttools-ng/
Note: when importing, import to the 'Local Folders' mail account. Right click on 'Local Folders' > ImportExportTools NG > Import mbox file
If you have Outlook and TB installed on the same computer, try using the built-in Tools/Import function to transfer the Mail (not 'Import Everything').
